Position Description:

The Program Officer reports to the Project Manager for Online Curriculum Development and plans project activities with the project management team. In addition to assisting with subaward implementation, tracking, and closeout, the Program Officer provides backup support for Canvas LMS site administration, including building and syncing course shells, adding users, and maintaining a course cartridge library. The Program Officer may also help with alumni training programs such as MOOC facilitator training and course assignment.

Among the specific responsibilities are:

  • Programmatic Management
  • Develops timeframes and workplans for RFAs, subaward implementation, and project closeout, as well as prepares subawards for internal review and approval, including drafting cost assessments and selection reasons.
  • Help in ensuring that the project team makes proper use of the document management portal.
  • Online courses are archived and uploaded to OER repositories.
  • Tracks project deliverables and invoicing using Google Sheets trackers.
  • Creates and maintains a yearly subaward tracking system.
  • Supports business development and proposal management by conducting research or developing specialized descriptions or task approaches.
  • Finance Support checks submitted budgets from partners for accuracy and compliance with program standards.
  • Pre-award assessment materials are compiled; procurement policies, single audits, or other financial, accounting, and management data may be reviewed and analyzed.
  • Deliverables, invoice submission, and payments are all tracked. Prepares quarterly accruals for submission to the Finance Team within the department.
  • Liaises with internal divisions such as finance and contracts to assist with subaward execution and close-out.

Qualifications Preferred

  • Bachelor’s degree required in Education, International Education, International Studies, Economic Development, Finance, Accounting, Research, Technology, or a related discipline.
  • 4+ years of project support and/or technical practice area expertise is required, particularly with a program or project including university partners in the United States. Practical understanding of TESOL fundamentals, such as experience as an ESL/EFL educator or tutor, is preferred.
  • Experience dealing with government contracts is necessary, with preference given to expertise working with State Department-funded initiatives.
  • Working experience in a non-governmental organization (NGO), government agency, or private entity is preferred.
  • Good computer productivity abilities are necessary, including the ability to use databases, survey software, word processing software, Microsoft Excel, SharePoint, Box, and Google (documents, sheets, forms, and so on), as well as the capacity to learn new technology products. Expertise with a learning management system (LMS) such as Canvas is preferred.
  • Previous expertise with Deltek CostPoint or another finance/accounting system is a must.
